Kiiinda, yes. I did not do a through research for every plugin, but I did make a few tests. You can read about my findings on my blog, in these posts:
The takeaway is that the most expensive thing is scanning the keymap. This means that for most plugins, the added overhead is tiny, and hardly noticeable during normal typing. Most plugins I tested, added sub-ms latencies.
It would be interesting to see a deeper research, that checks every plugin in isolation, and perhaps things like having as many plugins (of all kinds) enabled at the same time, as possible. This is something I have not done. I only measured my own sketch against the factory firmware (results should be in one of the posts above, if I remember correctly).
